Tra i sinodi un posto specifico occupa il sinodo plenario, che, secondo le norme del Codice di Diritto Canonico dell’anno 1917, riunisce i vescovi, i presbiteri e i laici ed è più vasto di una provincia ecclesiale, fatto con l’autorizzazione del papa, il quale tramite il Suo legato lo convoca e ne presiede i dibattiti. Il sinodo plenario comprende i vescovi delle provincie che hanno problemi comuni sotto l’aspetto pastorale, organizzativo o giuridico, e che collaborano nella realizzazione dei propri compiti.
